Fix is to restore the deleted /etc/contrail/debs_list.txt, which is brought in by contrail-setup package.

Command: apt-get install -o Dpkg::Options::="--force-confmiss" --reinstall contrail-setup

Need More Information:

1. Did we remove contrail-setup package accidentally?
2. How did we end up in this state (/etc/contrail/debs_list.txt removed state)
3. Was this a working setup?
