I will do more testing on this, so this currently is preliminary...
Lubuntu 19.10 daily
deb cdrom:[Lubuntu 19.10 _Eoan Ermine_ - Beta amd64 (20190926.1)]/ eoan main multiverse restricted universe
I adjusted the monitor.settings to match my setup, also changing the primary screen and it did exactly what I wanted, however the wallpaper appears to have been misplaced; the top.of.wallpaper is now displayed on my bottom monitor with my top.display having no wallpaper.
The importance of this currently is MINIMAL-NIL - first time experienced and I'll explore this more (and may change my opinion)
