What is the shortcut that is defined on your system to switch layout? To see it, open the "System Settings" -> "Keyboard" control panel" -> "Layouts" tab -> "Options" -> "Keys to change layout". By activating "Right Alt" and applying it system wide, I was able to reproduce your problem today in maverick.
