Comment 121 for bug 1842320

The issue happened for me after installing newer nvidia proprietary drivers (515 and also 520).
The only way to recover was to boot using a previous installed kernel (I used rescue mode. The rescue mode in current kernel still gives the same error)

Not sure how this helps this bug investigation but was real pain knowing that I couldn't install the nvidia drivers.

The only thing that worked was installing the nvidia drivers 470 version.
