I am affected also.

Toshiba Portege r835-p56x
Ubuntu 12.04 upgraded from 11.10
network-manager 0.9.4.0-0ubuntu4.1
network-manager-gnome 0.9.4.1-0ubuntu2

sudo killall NetworkManager does not fix.

System restart fixes the problem.

Also, my wired connection is retained when bug is activated. But I am unable to disconnect or reconnect to ANY other networks.
