Confirmed, this is a bug and we are not handling TLS v1.3 cipher suites correctly.

HAPRoxy requires "ciphers" for TLS 1.2 and older, but TLS 1.3 requires the "cipphersuites" keyword.

We are going to need to separate them in the jinja.
