a load-balancer created by non-admin user, the amphora VM is owned by admin, so the creating will not complete, and can not be deleted as it is not in ACTIVE mode.

Can we raise the importance to HIGH?
It make no sense that admin is the only one to create load-balancer and most likely devstack is used to develop and test.
