Hello,

The bug is easy to reproduce in a dev environment:

* Create a loadbalancer
* Wait for the amphora vm to be created
* Restart the octavia worker

Now the loadbalancer will be left in an undeletable state PENDING_CREATE.

The restart of the octavia worker step can be replaced by a failure in connectivity, etc (underlying networking issues).
