Can you please provide information regarding the 'chronyc sources' or 'ntpq -p' output from the environment where you're seeing this issue. It appears that the validate_reach function is enabled by default.

Also please provide the output of:
/opt/ntpmon-ntp-charm/check_ntpmon.py --check reach
/opt/ntpmon-ntp-charm/check_ntpmon.py --check sync
