OK this is a rough translation, but I think the bug is saying that this step in the install guide shows the nova-consoleauth:

But the earlier steps in the install guide don't mention when to start the nova-consoleauth service?

That might be residue of the nova-consoleauth service being deprecated in the Rocky release...will have to investigate.
