Yes, I am. I did not realize that the DHCP leases were not immediately marked as reusable when an instance is terminated. It seems that the default time is 2min and when I was doing rapid testing of this problem I exceeded 32 available. Anyway, I replaced kombu with carrot and was able to start up many, many instances without problems. I then switched back to kombu and the problem happened on the first shot after that. Not sure what more I can offer at this point...
