Hey Josh,

nova-api being unable to import nova.services is the expected outcome of standard Python. Can you explain (or help me understand, because really that's all I want) how "setup.py develop" doesn't apply here? I don't understand why we even have a setup.py if we're not going to use it and bypass it's functionality with hacking the sys.path.
