I this bug is related to [1][2]. Please check the patch merged in Neutron (and the dependant one in tempest [3]). Maybe you need to update your job "nova-next" config (depending on the cirros image used) to update the DHCP client:
        test-config:
          $TEMPEST_CONFIG:
            scenario:
              dhcp_client: dhcpcd
