The test case test_attach_detach_volume_to_instance clearly does not wait for the server to be sshable before does the volume attach and detach https://github.com/openstack/tempest/blob/e64f4c2b07e048ea77d08a29b7afbd17448abc32/tempest/api/volume/test_volumes_actions.py#L42-L55
