The error

Error occurred during volume_snapshot_create, sending error status to Cinder.: libvirt.libvirtError: internal error: unable to execute QEMU agent command 'guest-fsfreeze-freeze': The command guest-fsfreeze-freeze has been disabled for this instance

can mean that the guest agent or qemu thinks that the fs is already freezed.
