You have to look at the neutron logs to see if neutron successfully plugged the vifs. Without having a more complete nova and neutron debug logs attached it is hard to say why the vif plug was timed out.

About the secondary error: "ValueError: Circular reference detected". That is probably a valid bug. We had a similar one in the past, but that is fixed in wallaby: https://review.opendev.org/q/topic:bug%252F1864665
