With the following local.conf addition I was able to reproduce the problem in a local devstack based on ubuntu 18.04

USE_SSL=True
ENABLED_SERVICES+=,tls-proxy
GLANCE_STANDALONE=False
NOVA_CONSOLE_PROXY_COMPUTE_TLS=True
