Regarding comment#4, because rafael's ppa for LP: #1805256 does not build the package for bionic successfully, I tried Ike's PPA instead https://launchpad.net/~ikepanhc/+archive/ubuntu/lp1805256 but no luck. By installing the qemu package from Ike's PPA https://launchpad.net/~ikepanhc/+archive/ubuntu/lp1805256 I could still reproduce this issue.
