That doesn't mean much depending on which branch you're looking at. Looking at master today and that doesn't align with any TODO in the code. Use a tag or git hash and link to the actual TODO you're referring to. Also, we don't normally need to track TODOs in the code with bugs (nova already has enough bugs that don't get looked at).
