Since https://review.openstack.org/610673 merged, it should not be required to install nova-consoleauth unless the [workarounds]enable_consoleauth config option has been set to True by the operator.

Did you perform a fresh install or an upgrade? Did you set [workarounds]enable_consoleauth = True? Just trying to understand what error you ran into when you didn't install nova-consoleauth.
