Comment 0 for bug 1745375

Currently the nova-manage delete_cell command with the --force option allows us to destroy hosts_mappings of the cell which does not have any instances or instance_mappings. It would be nice for this command with the --force option to be extended for destroying instance_mappings of the cell also (irrespective of whether the instances exist or not).
