See my explanation. While there probably is a bug, you probably don't want to wait for the fix. If you have the same problem as I did, which seems likely, then you need to confirm that *all* of your services are upgraded to Ocata version, and reporting in. You may have to check your database to see which services are not updated yet, and you may find they are machines that you are no longer using, as I did.
