This isn't a duplicate of bug 1678493 because that bug is about showing console output for a server and it times out. This bug is about launching an instance and it blows up because it's trying to rpc cast to the nova-network service, which is probably not running. nova-network will only start in a cells v1 configuration since ocata, and you shouldn't be using it.
