I also see this ERROR when doing an evacuate:
Two compute nodes
Openstack Ocata
Distro: Ubuntu 16.04
Standard tutorial manual build plus shared /var/lib/nov/instances

Workaround used:-
chmod 666 /var/lib/nova/instances/console.log on target host and
then "nova evacuate" didn't face the error.
