Hello,
I also think having 2 separate levels where permission restrictions can be enforced is not only helpful, but the only way to stay sane when you have a lot of users / groups.
You'd have to create one tenant per user if you want to emulate the old behaviour, completely negating the usefulness of the tenant concept.
My vote is that this new 'feature' is a regression. The fact that it was not intended does not invalidate the fact that you are now removing something that was useful & also actually used...
