Closing this out as Invalid as it's a really low likelyhood event, and requires just stressing the whole environment to the point of breakdown. We know that if you do that stuff will shake out. Exactly why isn't hugely clear here. Without a better tight reproduce or problem determination this bug just isn't actionable.
