Yeah, that's troubling. However, there is really _no_ situation in which restarting nova-compute can be permitted to fail because of a reason like this. If we need to set the instance state to error, or even remove the PCI device forcibly, then we need to do that. Failing on startup is _not_ an option.

Do we at least have enough information from the original report to prevent whatever was happening from killing the startup of nova-compute?
