This also shows up all over the tempest logs when this fails:

DEBUG paramiko.transport [-] EOF in transport thread _log /usr/local/lib/python2.7/dist-packages/paramiko/transport.py:1269

That looks like the same as Ubuntu test harness bug 1158224, so maybe just an underlying paramiko limitation in the version we use in the gate?
