Looks there are two boot up failure situation exists:
1. https://bugs.launchpad.net/cirros/+bug/1312199
The console output contains: "MP-BIOS bug"

(an extra no_timer_check kernel parameter can skip the buggy test)

2. empty console output
Would be nice to have a 'virsh dump' from this situation.
