Need change instance's property updated_at when attach/detach interface

Bug Description

According to https://bugs.launchpad.net/nova/+bug/1250066

since we attach/detach a interface of an instance, we also need to update the updated_at field of an instance

I don't know exact bug report criteria
but I found that the bug 1250066 only mentioned about attach/detach
swap are not mentioned and not fixed there

in this case, should we update that bug or open a new one to track ?
