to install just pygrub with an Ubuntu installation (without installing xen)

apt-get download xen-utils-4.1
sudo dpkg -i --force-depends xen-utils-4.1_4.1.2-2ubuntu2.10_amd64.deb
sudo ln -s /usr/lib/xen-4.1/bin/pygrub /bin/

So you won't get this error
