    IPMI driver sets bootdev option persistently.

    This patch changes baremetal ipmi driver's behavior with regards to
    setting the chassis boot device.

    Previous behavior: set bootdev = pxe for next boot only.
    New behavior: set bootdev = pxe persistently.

    Fixes bug 1178092
