Bug Description

1. Launch instance
2. Attach Volume to instance
3. SSH into instance
4. Verify volume is in device list (it should be /dev/vdb - you can run `lsblk` from inside the instance)
5. Shutdown instance (nova stop uuid)
6. Start instance (nova start uuid)
5. SSH into instance
6. Verify volume is in device list (it should be /dev/vdb - you can run `lsblk` from inside the instance)

Expected: When i ssh into instance after the reboot and check volume devices, the previous volume (/dev/vdb) should exist.

Actual: When i ssh into instance after the reboot and check volume devices, the only one listed is /dev/vda - missing the attached volume.

Also another behavior is that when I try to detach the volume via the dashboard it goes into 'detaching' state for 5 seconds then returns to 'in use' and stays that way.

libvirt: persist volume attachments into config

When you attach a volume to a running instance, only the running
xml is updated in libvirt. This is due to the usage of the
VIRT_DOMAIN_AFFECT_CURRENT flag passed to attach device. What we
really want is to affect both the config and the running xml. There
is no combination of flags that works in all states, so we explicitly
set the right combination of flags depending on the running state
    of the vm.

Includes a test to test_virt_drivers to ensure the flags are passed
    correctly.

    Fixes bug 1071069

Hello Jake, or anyone else affected,

Accepted nova into quantal-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/nova/2012.2.1+stable-20121212-a99a802e-0ubuntu1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, and change the tag from verification-needed to verification-done. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed. In either case, details of your testing will help us make a better decision.

Further information regarding the verification process can be found at https://wiki.ubuntu.com/QATeam/PerformingSRUVerification . Thank you in advance!
