Yes, it is true that our devstack page recommends using the NoopFirewallDriver, but that is only until we merge a patch currently under review that let's Nova security groups work with Quantum, after which point using the IptablesFirewallDriver is supported (see: https://bugs.launchpad.net/quantum/+bug/1039400). So I consider this bug valid.
