To reproduce the bug, we need to use the default libvirt firewall driver (nova.virt.libvirt.firewall.IptablesFirewallDriver).
Please clear LIBVIRT_FIREWALL_DRIVER in localrc.

Note that QuantumDevstack wiki pages recommends "LIBVIRT_FIREWALL_DRIVER=nova.virt.firewall.NoopFirewallDriver") when using devstack with Quantum v2.
