Same behaviour when you evacuate a host.

Considering that scheduler hints are gaining a lot of attention (see NUMA policies for supporting NFV workloads https://wiki.openstack.org/wiki/VirtDriverGuestCPUMemoryPlacement), I think that this bug needs to be taken into account
