I tested the fix proposed in https://review.openstack.org/268348 by manually editing the /var/lib/neutron/ha_confs/*/keepalived.conf files and then SIGHUP-ing Keepalived.

It works - the change successfully stabilised the network, there is no more packet loss or other connectivity issues.

For what it's worth, the version of neutron-l3-agent I'm running is 1:2015.1.2-0ubuntu1~cloud0.
