Just did some more test, the behaviour is the same whether I restart the agent, just stop it, or restart the whole node, so the bad behaviour in fact seems to come from the other agent that gets promoted from backup to master.

keepalived is version 1:1.2.19-1, it seems like there hasn't been a release yet with the workaround of setting the router flag for NAs.
