With this patch in (python-neutron=2:8.0.0~b3-0ubuntu1 on Ubuntu Xenial), I'm still seeing issues:
After doing a restart of the L3 agent hosting the active router, failover works fine within some seconds. But 60 seconds later traffic is interrupted for as much as 30-40 seconds. Looking at tcpdump it seems like the restarted keepalived (which will stay in backup state) still sends out another set of gratitous neigbor advertisements at that time.
