Thanks for proposing this new RFE and working on it. The first step in a RFE implementation is to propose it in the Neutron drivers meeting [1], adding this topic to the "On Demand agenda" section.
If approved, then it could be required to fill a spec (maybe not), but this is something to be discussed in this meeting.
