I checked some more similar cases where that test passed and sometimes unshelving happens on the same node as shelve so it's not the reason of the issue for sure.

So far I think that the issue is on the Neutron side as it didn't send proper notification to nova when port came up after unshelving.
I will try to reproduce that issue locally or at least add some more debug logs to neutron to be able to better understand what happens there.
