The healthcheck middleware was added during Victoria cycle.

However the options of the middleware is not included in neutron.conf generated by "tox e genconfig" which executes internally oslo-config-generator.
This is because the oslo.middleware.healthcheck endpoint is not added to the configuration file used by the generator command.
