As Liu commented in c#2, radvd will run in "dvr_local" mode (in the compute nodes). "dvr_snat" node is only for network nodes; no compute service should be deployed on those nodes [1].

I don't think we should support this feature and we should not spawn the radvd daemon on node that should not host any VM.
