I was investigating that problem and was able to reproduce it locally.
It seems for me that we hit the same issue like https://bugzilla.redhat.com/show_bug.cgi?id=1908391 and which should be fixed in ovn. Patch is already proposed https://patchwork.ozlabs<email address hidden>/

So we can try to unskip those failing tests as soon as we will have ovn with that patch included and it should be good then.
