After the inital deployment. I've tried removing both DHCP agents from the network and add them back.
I can add two of them only, regardless of the specific agent location, i.e. ctrl-1 and ctrl-2, or ctrl-1 and ctrl-3, or ctrl-2 and ctrl-3, but not all three of them as I hit the binding index error upon adding the third one.
