    Revert "Add "ncat" rootwrap filter for debug"

    This reverts commit 0ef4233d891f8fa42a073901051bf0310f61eebb.

    This patch is introducing a redundant filter already present in
    "testing.filters". The problem described in the related bug should
    be solved in https://review.opendev.org/#/c/707697/.
