I don't think this is related to DB locks but to the MQ you are using. Did you check the status of the MQ? What is the status of the Neutron server? Do you see any error in the server logs?

If you are running RabbitMQ, please use https://www.rabbitmq.com/cli.html to check the status of the MQ.
