I agree with Slawek and Jeremy. This applies to not only neutron but also many OpenStack back-end services. The quotas API is designed for administrators and our services is not designed to protect themselves from malicious admins. As of now, I don't think we need to change what we discussed in the neutron drivers team now considering this bug report. +1 to make this public.
