2. openstack add router subnet
3. neutron port-create vlan954 (vlan954 can map to a physical network)
3. openstack router add port
4. openstack router set --route destination=172.16.1.0/24,gateway=10.135.130.106 routet_name
5. vm ping 172.16.1.7

10.135.130.0/24 is external
