Comment 30 for bug 1844712

I just ran into this issue today in our cloud. iptables_hybrid + ovs + Stein.

It is very serious and results in rogue RA's showing up on systems which installs IP addresses on all of them, especially in a large public network.

I do agree that the code seems that it is blocking it, but in my case, the issue did happen.
